Hotel

The Oct. 25-26 meeting of the HR-XML Consortium will be held at the Hotel Catalonia Duques de Bergara, Barcelona.

A variety of lodging choices to accomodate a range of budgets and preferences is available in the immediate vicinity of the conference hotel

The Hotel Catalonia Duques de Bergara is located in art-nouveau building dating from 1889. The hotel is located downtown adjacent to the central train station (12 km from the airport). WiFi high-speed Internet is available.

The hotel, which was completely renovated in 1998, occupies an 1898 town house built for the Duke of Bergara by the architect Emilio Salas y Cortés (a protégée of Antoni Gaudi). Lots of elegant modernista touches remain including the original wood-molded ceiling with rose dome on the first floor, and a handful of original artworks from the era.

10:15 - 11:15 HR-XML In the Web 2.0-Era: Syndication, Search Engines, and Professional Networking, Paul Forster, CEO and co-founder of Indeed

Now in its seventh year, HR-XML was born in what is retrospectively called the "Web 1.0" era and now faces new opportunities and challenges under "Web 2.0". The term "Web 2.0" is used variously to refer to new Internet business models enabled by content and service syndication and architectures emphasizing participation and collaboration. While many of the specifications developed by HR-XML continue to have use and relevance in the Web 2.0 era, new ways of doing business on the Internet require new specifications. Job postings, rather than merely being published and accessed on a point-to-point basis, are now massively syndicated as well as indexed by third-party search engines. Professional networking sites offer new opportunities for both job and candidate seekers.

In this session, Paul Forster, CEO and co-founder of Indeed, an innovative search engine for jobs, will discuss changing models for Internet job search and how new standards, such as RSS extensions for recruiting, may be important targets for HR-XML standardization.

About the Presenter: Paul Forster is CEO and co-founder of Indeed. Paul has over eight years' experience in online recruitment, having founded and managed Jobsinthemoney in 1998. Jobsinthemoney became a leading jobsite dedicated to finance professionals and won Forbes Best Finance jobsite, before being acquired in late 2003. Paul has a professional background in business management and finance, including at the International Finance Corporation and Anglo American/De Beers Corporation. Paul holds an MBA from INSEAD business school as well as Masters degrees from Cambridge and Oxford Universities.

  • Competencies. Competencies are central to a wide array of human capital management processes. The international HR-XML organization and HR-XML Consortium Europe each have interests and projects relating to competencies. In this session, stakeholders within each group will review current projects, priorities, and opportunities.
  • Staffing Industry Data Exchange Standards (SIDES). This session will provide an introduction to SIDES and allow meeting delegates to introduce themselves, their areas of interests, and priorities.

    13:45 - 14:30 Credential Verification Goes Global, Terrance "Terry" Corley, founder and President of Global Screening Solutions, Inc.

    Increasing labor mobility in Europe and through out the world has brought additional attention to the issue of credential fraud. Identifying "inflation" of achievements and experience claimed on CVs and resumes as well as fraudulent licences and certifications is difficult within a single country. How might enterprises reasonably manage this challenge globally? Moreover, the level and variety of data privacy and consumer reporting and investigation laws vary considerably from country to country. This session will examine how enterprises might protect themselves against employee and candidate fraud without running afoul of an increasingly complex web of data privacy protections in Europe, North America, and beyond.

    About the Presenter: Terrance "Terry" Corley is founder and President of Global Screening Solutions, Inc., a provider of specialized international background reporting and data protection consulting services. The objective of Global Screening Solutions is meet the increased demand from U.S. multinational organizations looking to establish cost effective but also legally compliant international screening programs. Terry has over 17 years experience in law enforcement, corporate investigations / executive security, and international privacy/background reporting. He maintains practical and in-country expertise on privacy matters in over 55 countries.

    Over the last seven years, Terry has become recognized within the background screening industry as the leading subject matter expert in international HR related risk assessments, including analysis of global data sources, international background screening programs, data protection laws, and international human resource data issues. He is a nationally recognized industry spokesperson. Media credits include articles in HR Management, Workforce Management, and CFO Magazines, The New York Times, The New Jersey Star Leger, and many trade association publications.

  • Working Session: Credential Verification. This is a follow-on working session to the panel discussion on the challenges of credential verifaction globally. HR-XML's Screening specification is currently designed around requirements for the North American market. This session will review the Screening specification and examine what, if any, processes, interactions, and data types within the specification may be relevant beyond North America.
  • Cross-Process Objects: Library Maintenance. This session will review CPOs and shared components for which maintanence requests are pending. Proposed changes to shared components, such as EducationHistory, ContactMethod, etc. will be presented and discussed.

  • Competencies. A continuation of discussions from the prior session.
  • Staffing Exchange Protocol (SEP). This session will provide an introduction to SEP and component schemas and allow meeting delegates to introduce themselves, their areas of interests, and priorities.

    9:00 - 10:00 Protection of Applicant Data, Rechtsanwalt Prof. Dr. Christoph Schalast, Schalast & Partner Rechtsanwälte

    Rechtsanwalt Prof. Dr. Christoph Schalast will examine the legal framework for data protection within Europe and internationally. Prof. Schalast will review requirements under the European Convention for the Protection of Human Rights and the European Directive on Data Protection. He will discuss differences in requirements among European countries and issues surrounding the transfer of data between European and non-European countries.

    Rechtsanwalt Prof. Dr. Christoph Schalast is the founder of the law firm Schalast & Partner in Frankfurt am Main. Dr. Schalast is a recognized expert and author of articles published on the topic of IT-Security-Management and Data Protection and European Law. He is chairman of the supervisory board of milch & zucker AG and advised milch & zucker during the creation of JobStairs.

    In 1997, Schalast was appointed Professor of Economic Administration Law and European Law at Wismar University. Since September 2002 he has been teaching at the HfB, mainly European Law, Banking Law and M&A. Professor Schalast is Academic Director of the HfB Master of Mergers and Acquisitions (LL.M.).

  • Assessments. HR-XML's Assessments specification is design to streamline the ordering and fulfillment of pre-hire and employment-related tests. This session will briefly review the specification and begin work on pending maintenance requests.
  • Web Services: HR-XML's Architecture and New Initiatives. This session will review basic web services concepts, the scope of the Consortium's web services interoperability initiative, HR-XML's new relationship with WS-i.org, and changes to HR-XML's architecture and methodology to better support web services.

    Global Staffing Trends: Global Vendor Management Services, Gail Bubsey, eCommerce Systems Consultant, Kelly Services, Inc. and Mikael Lindmark, VP, Fieldglass, EMEA

    A model for staffing services called Vendor Management Services is starting to take hold in Europe. Leslie Parsons of Kelly Services, UK will introduce the model and its features, explaining the benefits of such a program to adopting buyer organizations both locally and globally. Mikael Lindmark of Fieldglass, EMEA will describe the benefits that a tool such as Fieldglass brings to the delivery of a VMS program, highlighting functionality available to all the players in the program (buyer, supplier, program provider). Both will highlight the opportunities and challenges of implementing these types of programs across multiple jurisdictions. Gail Bubsey of Kelly Services, WHQ will discuss where VMS falls within the overall SIDES framework and the plans and challenges for its implementation on a global basis.

    About the Presenters:

    • Gail Bubsey, eCommerce Systems Consultant, Kelly Services, Inc., has seven years of staffing experience with Kelly Services. She has been in the position of analyzing and recommending solutions for eCommerce within Kelly since 1999. Previously, she spent 10 years supporting and designing data networking solutions with a division of British Telecom. Gail holds a B.S. from the University of Connecticut, an M.S. in Computer Science from Rensselaer Polytechnic Institute, and a J.D. from New York Law School. Gail is a member of HR-XML's Board of Directors and is the current workgroup leader for HR-XML's Staffing Industry Data Exchange Standards (SIDES). She has been a presenter of the concepts of HR-XML and of SIDES both to the Consortium and to outside groups such as the American Staffing Association.
    • Mikael Lindmark is Vice President for Europe, Middle East, and Africa (EMEA) at Fieldglass. Mikael brings 15 successful years of sales, business development, marketing and account management leadership experience to this position. Prior to joining Fieldglass, Mikael served as the Vice President of EMEA Sales at Saba Software, Inc., a leading provider of Human Capital Development & Management solutions. During his tenure at Saba, the company became the dominant provider to the European Financial Services industry with Mikael leading the initiative to bring on one of the largest banks in the world. Prior to Saba, Mikael has held sales and business development positions at Infinity Learning Systems, OpenText and its affiliates. Mikael holds a Law Degree from Uppsala University in Uppsala, Sweden.

  • Performance Management. Employee Performance Management (EPM) is one of HR-XML's newest projects. A growing number of integration points with EPM systems is a sign of the growing strategic value of EPM systems within an enterprise. Enterprises and their solution providers are finding more ways to leverage EPMs as the system of record for information about “who knows what” and “who has accomplished what.” More enterprises are advancing performance management from merely an annual administrative routine to a means for better ensuring that the capabilities and accomplishments of individuals roll-up into organizational success.
